Pakistan is one of the world's most disaster-prone countries. Floods, earthquakes, cyclones, and extreme weather displace millions of families every year. The 2022 floods alone, the worst in Pakistan's recorded history, submerged one-third of the country, destroying 2.1 million homes and displacing 33 million people in a single season.
But the housing crisis in Pakistan is not only a disaster problem. Over 10 million housing units are needed to address Pakistan's chronic housing deficit. Millions of families live in katchi abadis, informal settlements with structures that collapse in rain, crack in earthquakes, and offer no protection against heat, cold, or flood. For these families, a stable home is not a comfort, it is the most urgent unmet need in their lives.
Baitussalam Welfare Trust's (BWT) Shelter Programme provides emergency and permanent housing solutions to the most vulnerable, from the moment a disaster strikes to the day a family moves into a home they can finally call their own.
Within hours of a calamity, BWT deploys emergency shelter to affected communities. High-quality tents, tarpaulins, and emergency bedding kits reach families who have lost their homes, providing immediate protection from the elements while permanent solutions are arranged. BWT's emergency response has reached flood and earthquake survivors across Sindh, Balochistan, Punjab, and Gilgit-Baltistan.
BWT has rebuilt 1,085+ permanent homes for families whose houses were destroyed by floods and natural disasters. Each home is constructed to a safe, weatherproof standard, providing long-term security that a tent or makeshift structure cannot. Permanent homes allow families to plan for the future, send children to school consistently, and rebuild their lives with stability.
For families living in inadequate housing during winter, BWT distributes warm blankets, quilts, and essential cold-weather supplies. These distributions happen annually in Pakistan's coldest months, reaching communities where exposure to cold represents a genuine health risk, particularly for children and the elderly.
BWT's Saiban programme provides dedicated shelter facilities for orphan children under BWT's care, ensuring they grow up in a safe, nurturing environment with the stability of a permanent home. See the Saiban programme page for full details on orphan sponsorship.

Active in 4 Provinces BWT's shelter work spans Sindh, Balochistan, Punjab, and Gilgit-Baltistan. |
When a family moves from a tent into a permanent home, the change in their lives is total and immediate. Children start attending school consistently for the first time in months or years. Mothers' anxiety about the next rain or the next cold night disappears. The family's physical and mental health improves. And fathers, with a stable base from which to operate, can pursue more consistent work and income.
A house is not just four walls and a roof. It is the foundation of every other aspect of a family's recovery and growth. Without shelter, nothing else is stable. With shelter, everything becomes possible.
